Think the key thing here is that the scoreboard has an "unofficial" clock on it but they do try and stop it in sync with the ref's calls.
I remember a game at Wigan when the whistle was blow with about 2 minutes on their "unofficial scoreboard clock" and we all complained then.
20 seconds is a bit different though.
at the end of the day, the timekeepers - one from each team - agree when official time is up and the hooter is then blown so Bradford have been cheated
