In summary the recommendations are:

A re-positioned calendar which optimises flow, narrative and engagement, incorporating regular 'peaks' of interest and a compelling season climax.

A calendar aligned with the global game to facilitate an international window in October and incorporate a mid-season international.

Participation in the top tier to be based on a range of on and off field measures, delivered through a club grading system with the aim of supporting financial sustainability and encouraging investment into clubs.  'Category A' clubs will be guaranteed participation in the top tier whilst 'Category B' clubs will be re-assessed annually with the highest-ranking clubs occupying the remaining slots in the top tier.  

Promotion and relegation will continue on the field of play between the second and third tiers with tier two increasingly filled with strong Category B Clubs.  

An expansion strategy to be developed that targets and supports the growth of the Women's and Girls' game, and also growth in new markets.Participation of clubs outside of the UK to be capped and with additional standards to support domestic growth.Operations to be centralised where this can maximise efficiencies and drive incremental revenue (e.g. ticketing and digital infrastructure).A new brand strategy to be introduced and aligned with the above commercial strategy

I think the game is in need of stability and more cash / cap changes.

No mention of how many clubs in SL. Are we sticking at twelve?

My reading of it is we are actually at 8+. The + is unconfirmed, and as it should be can increase or decrease based on overall on and off field strength. They’ve got that part right.

Now we need to change or remove the SC and audit the Cat A’s every 5 years to keep them honest too.

What makes a club an Cat A or Cat B club? This needs to be fully transparent to be trustworthy.

indeed. the bulls got an A and went bust a couple of months later.
12 teams.
no loop fixtures.
no relegation or promotion for 3 years. give clubs time to grow

Some sensible suggestions for the better here. Unsure about grading system though.. not sure it needs to be so complex but I’m sure all will become clear. Change needs to happen including substantially increasing the salary cap

How much were they paid to come to the conclusion on licensing when most supporters with any insight could have told them that for free?

I think you’re being optimistic saying most supporters, a quick browse of social media or the virtual terrace shows the pitchforks are out already. :roll:

But this really is the sensible solution, it should allow for teams to create multi year sponsorship, develop young players all which the current spectre of relegation does not allow. And let’s be honest, it’s mostly just the same couple of teams signing each other’s players and going up/down in the current system anyway.

The key is that the criteria is now A, transparent and B, stuck to.

Some people saying that on field performance or your own stadium should be top of the list. For me too if the list should be youth development/academy and engagement with the local community/ grass roots

Yeah that's why I added the caveat 'with any insight', Dywers fan club are a special breed.
