You are right about South Sydney and its ethnic heartland. But it's not just indigenous Australians like Inglis and Merritt whom he has signed in significant numbers. He has gone out of his way to sign Polynesians like Isaac Luke, Roy Asotasi, Ben T'eo, John Sutton, and Jeff Lima -- they are the ethnic group whom he was labeling as the "darkies" and "coconuts" at NZ Warriors back in 2002.
I might add that he also has one Asian-Australian, Andrew Everingham (half Filipino) in the first team. The team roster is a real ethnic mix that you would not have expected in the light of his 2002 rant.
