| And they don't pay the money back unless you apply for it.
Basically because they want to pay the minimum for what was their mistake.
So some people who were wrongly fined still ended up paying because in ignorance not everyone would apply ... seems fair.

In the same way that York City Council levied fines totalling £1.3million over an eight month period in 2013 for using Lendal Bridge when they arbitrarily decided they should only to be told by the traffic ajudicator that they had no legal grounds to do so - they now have to refund the money but despite the fact that they were all levied on motoristswho were traced via the dvla, the council decided that the 56000 people would have to apply for a refund, whats the betting that they dont give all the money back after comitting an illegal act to levy it ?

That's the case I was thinking about as I wrote it.
They should be made to pay it all back.

| If I park on a council owned car park I will pay the fee. If it's privately owned and you don't have to get passed a barrier then I won't pay a penny. I've recieved numerous requests for money in the past and just ignored them. Usually taking an individual to court will cost these parking companies far more than the so called 'penalty' that they charge. They operate in hope that their strongly worded letter will scare people into believing that they have to pay up.

Ignoring the tickets is no longer the recommended practice in England due to a law change.

| parking in supermarkets with time limits on their car park is another where they try to 'fine' you but have no leverage in law to force you to do so, though I'm sure plenty cough up. Managed to park almost indefinately when going to Camden markets and some shows round there

I'm intrigued. What makes you think it's acceptable to park as and when you please on someone's land?

I'm intrigued. What makes you think it's acceptable to park as and when you please on someone's land?
I take issue with private companies issuing £100 invoices for a 2 min overstay as much as anyone, but I've no issue with someone trying to operate a legitimate pay and display.
